  • Organizing the watershed 1986 Senate hearings on climate change as former counsel for the Senate Committee on the Environment and Public Works, and actively participating in the political and policy process leading to US support for the United Nations Framework Convention on Climate Change
  • Drafting comments and assisting organizations responding to a rulemaking proposal to regulate carbon dioxide
  • Drafting state legislation permitting funding of a carbon capture and storage project and developing a regulatory strategy on behalf of an electric utility client
